The number two US ISP, Comcast, is continuing to throttle P2P traffic despite a federal investigation and being named and shamed by the press. A study of 788 Comcast customers shows that 62% had their P2P connections blocked. Comcast got into trouble last year after an Associated Press investigation. Its members were hauled before Congress and asked to justify why it was breaching net neutrality rules. The Federal Communications Commission is currently investigating the claims. The survey was conducted by the Max Planck Institute using its Glasnost networking tool. It shows that when a subscriber will be blocked after they have downloaded a file using the BitTorrent application and tries to upload it, or share it with others, over the Internet. Other Internet subscribers are not able to download a file if a complete version is not available from someone else's computer. It is possible to get past the filter but it does take time. The blocked connections for Comcast did not correspond to periods of high congestion. Comcast told the FCC that the filtering only happens at certain times, however the figures seem to indicate that the filters are on all the time. X |
