The US Federal Bureau of Investigation (FBI) began a four-day Evidence Recovery, Presentation and Exploitation seminar at the Central Bureau of Investigations (CBI) Academy in Ghaziabad yesterday. M L Sharma, special director of the CBI, inaugurated the session.
The first three days of the training module will cover crime scene management and administration, photography, sketching, collection of DNA evidence, fingerprinting, digital evidence collection, bombing crime scene management, introduction to improvised explosive devices (IEDs) and an introduction to explosives and forensic analysis of bomb scenes. The last day will include practical exercises covering post-blast crime scene analysis and demonstration. The training is being attended by 28 participants from various state police organisations, national security guards and the CBI.
Sharma said that preservation and thorough assessment of a crime scene is crucial to any investigation. Failure to collect evidence from a crime scene in a proper and timely manner would result in permanent loss of evidence. He added that terrorists aim to instil fear and insecurity in the minds of people by causing destruction of life and property on a large scale. With globalisation and advances in technology, terrorism has become a global phenomenon.
Effective investigation leading to prosecution and exemplary conviction of terrorists is one of the most important methods of combating terrorism, he said. Consequently, the role of investigators becomes even more important. The FBI training programme will help the participants sharpen their investigative skills for managing post-blast investigations in the future.
Sharma said that he hoped that the association with the FBI will grow, and that the FBI will continue such programmes to help the Indian police force.
